The Disaster and Risk Reduction Management in the Municipality of Narra, Palawan: Basis for Disaster Management plan
This study aimed to assess the level of compliance of the Disaster Risk Reduction and Management (DRRM) programs of the Municipality of Narra, Palawan with the provisions of Republic Act No. 10121, and to serve as a basis for an enhanced disaster management plan. Specifically, it examined the extent of compliance of barangays in terms of disaster preparedness, response, prevention and mitigation, and rehabilitation and recovery, as well as their performance under the Leveling Up the Capacity of Community (LUCY) framework. The study employed a descriptive–correlational survey design involving 115 Barangay Disaster Risk Reduction and Management (BDRRM) officials and 400 household respondents from 23 barangays. Data were gathered using a researcher-made questionnaire validated by the Municipal Disaster Risk Reduction and Management Office, and analyzed using frequency counts, weighted means, and standard deviation. Findings revealed that the barangays of Narra were generally fully compliant with the provisions of RA 10121 across all DRRM thematic areas. Similarly, most Leveling Up the Capacity of Community (LUCY) indicators such as leadership structure, disaster preparedness, response equipment, trainings, partnership and volunteerism, and response activities were rated as fully complied, while mitigation projects funded through the BDRRM Fund were only satisfactorily complied. The results indicate that Narra has a functional and operational DRRM system, though improvements are needed in mitigation financing, documentation, and monitoring. The study provides empirical evidence to support policy enhancement, resource allocation, and continuous capacity-building initiatives to strengthen disaster resilience at the local level.
